Has my letter to the Canal and River Trust been filed in the bin?

• THE Regent’s Canal towpath between the two bridges at Royal College Street and St Pancras Way, in Camden Town, is an important part of the local street infrastructure.
For the past decade, at least, heavy rains have caused ponding in the middle of this section of the towpath, such that it is almost impassable without one getting one’s feet wet, cyclists speeding through making it worse, of course, splashing any nearby pedestrians tip-toeing through the rainwater.
I have written to, and had meetings with the Canal & River Trust about this on a number of occasions. I did so again recently, writing to Richard Parry, the chief executive, and from that useless organisation a “customer support supervisor” has replied to me, advising that my report has been “logged as a Level 0 complaint, and we will endeavour to touch on the points you have raised as soon as we can”.
Is this the modern-day jargon for saying that my letter has been filed in the wastepaper bin?
