Who decided Blair was ‘a failed prime minister’?

• I KNOW newspapers need to fill space, and therefore generate controversy, but I really don’t think you should publish letters containing unsubstantiated ‘facts’.
What “government proposals to render compulsory the wearing of cycle helmets” (Bikes are road vehicles, give them number plates, September 14)? That’s news to me.
And “Tony Blair was a failed prime minister” (Corbyn vs Johnson, bring it on…, September 14). Sez who? Jeremy Corbyn’s supporters, I guess. But it’s hardly a received ‘fact’.
Personally – and I’m a life-long Labour voter – I was under the impression that he was a particularly successful prime minister.
